Managing Director, Chief Financial Officer
Ahmad A.M. Al-Debeyan worked twenty-eight years with multiple Government agencies in the Kingdom of Saudi Arabia. Those agencies include the Ministry of Interior, Ministry of Education, Ministry of Labor, Ministry of Finance, Ministry of Higher Education, and Ministry of Industry. While working with these organizations Ahmad had direct interface with ARAMCO, numerous foreign Embassies, and the US Representative/JECOR.
Mr. Al-Debeyan held a position as a liaison officer between the Saudi Ministry of Labor, United States Department of Labor, United States Treasury Department, United Kingdom Department of Labor, and the United Kingdom Department of Education. In addition to his many positions, Mr. Al-Debeyan resided on the Committee handling scholarships for higher education within the Saudi Arabian General Organization for Technical Education and Vocational Training.
In 2000, Mr. Al-Debeyan retired from the Ministry of Education and went to work for ACS Defense Company as the Director of Government Relations. During the spring of 2004, Mr. Al-Debeyan was instrumental in the formation of Dalma Tech², and is one of the cofounders and owner’s of DalmaTech2. Mr. Al-Debeyan attended Leeds University, Leeds Yorkshire England, where in 1980 he received a Bachelor of Science Degree in Comprehensive Education.
President, Chief Executive Officer
Kevin W. Cushing has worked in the Middle East since 1981. During that time Mr. Cushing, worked for McDonald Douglas on the F-15 Aircraft Sale (Royal Saudi Air Force Peace Sun Program), General Electric FPS-117 radar sale and site installation (Royal Saudi Air Force Peace Shield Program), and ACS Defense on the Long-Haul Communication Network, Satellite Earth Station, and Rapid Action Deployment Units contract (Royal Saudi Air Force Peace Shield Program). During his tenure with ACS Defense, Mr. Cushing worked as the Vice President Business Operations and General Manager – Middle East. In the spring of 2004, Mr. Cushing was a cofounder of Dalma Tech² Company, Riyadh Saudi Arabia which provides military and commercial clients with systems engineering and development services throughout a system life cycle.
As the President, CEO of Dalma Tech² Company, Mr. Cushing is responsible for providing leadership to the operations of the company. This includes the development of a strategic plan to advance the company’s mission and objectives and to promote revenue, profitability, and growth as an organization. Day-to-day activities include the oversight of the company operations to insure production efficiency, quality, service, and cost-effective management of resources. Mr. Cushing was a graduate of Christian Brothers Academy, Class of 1973. He went on to attend LeMoyne College in Syracuse, New York wherein 1977 he received a Bachelor of Science in Finance. In 1994, Mr. Cushing received an MBA with merit from Western New England College, Springfield, Massachusetts.
Chief Technical Officer
Michael A. O’Reilly is responsible for the Technical Operations of Dalma Tech². Mr. O’Reilly’s technical experience is broad-ranged and is disciplined in system engineering projects including requirements analysis and definition; system concept, design and specification; system development, production, installation, commissioning, calibration and testing, system operations, maintenance and overhaul, including subordinate level electronic equipment design, manufacturing, and functional and environmental test for RADAR, electronic navigation, satellite communications, physical security, surveillance and power distribution systems for airborne, surface vessel and ground facility applications. In this role, Mr. O’Reilly is primarily focused on assisting our partners with the deployment of next generation C4ISR products required for the Kingdom to predict, sense, adapt, classify, communicate, and control the highly complex, integrated and changing military environment within the region.
Mr. O’Reilly started his career in the US Navy aboard the USS Shreveport (LPD-12), Flag Ship for the US Marine Command Amphibious Force – 4, where he was work center supervisor for the RADAR / Electronic Navigation Division. Mr. O’Reilly has over 35 years of system experience in the areas of design, development, installation management, Satellite Communication, RADAR, Electronic Navigation, Fiber Optics, and LAN Networks. During Mr. O’Reilly’s career, he has worked for Harris Corporation, Hazeltine, Computer Science Raytheon, Lockheed Martin, and ACS Defense. While working for ACS Defense, Mr. O’Reilly’s last assignment saw him as the SATCOM Manager working under the Royal Saudi Air Force C4I Peace Shield Program.
Chief Operations Officer
As the Chief Operations Officer for Dalma Tech² Company, Talal Al Gharably brings his 21-years of experience in the Middle East as a valuable member of the company’s senior management team. Mr. Al Gharably’s previous experience included positions with telecom giants Etihad Etisalat and Saudi Telecom Company working in the capacity of Project Management and as a Senior Business Development Manager. Additionally, Mr. Al Gharably worked for the like of OGER Systems and Information & Systems Technologies in the professional capacity of Senior Accounts Manager and Senior Systems Engineer. Mr. Al Gharably started his career as a Systems Engineer working for the League of Arab States, Egypt.
Throughout his career, Mr. Al Gharably has developed a range of expertise in areas to include ICT Solutions, Smart City Solutions, Networking (IP) & Telecommunications (GSM) Products and Services, Unified Communications, Data Centers, Cloud Services, and Managed Services. Mr. Al Gharably brings a unique set of skillsets to Dalma Tech² Company in the area of analytics of organization requirements and the implementation of solutions, leveraging latest technologies, defining project requirements and setting team objectives. Mr. Al Gharably has proven expertise in: Corporate Operations, Program Management, System Engineering, Product Development Lifecycles, Business & Functional Analysis, and Foreign Military Sales. Mr. Al Gharably received his Bachelor of Science in Management Information Systems, Arab Academy for Science & Technology & Maritime Transport, Egypt, 2001. He also holds numerous certificates from CISCO and MicroSoft in addition to having a Certificate as a Program Management Professional (PgMP).
Senior Advisor
Mr. Saad Al Amri serves as a Senior Advisor to the Managing Director and President, CEO of Dalma Tech² Company. As the Senior Advisor, Mr. Al Amri is focused on Dalma Tech² Company’s interface with various organizations (e.g., RSAF, RSLF, RSNF, RSADF, and SANG) within the Saudi Ministry of Defense (MOD). His mission is to provide guidance to Dalma Tech² Company on core business opportunities within the MOD and to be part of the essential technical experts who assist in business development of the company.
Mr. Al Amri retired from active duty as a Brigadier General in the Royal Saudi Air Force. As an RSAF Officer, he was a pilot who had in excess of 3,500 flight hours in multiple aircraft platforms to include the T-41, T-37, T-38, F-5, F-15, Jaguar GR3 and Jet Provost. During his military career Mr. Al Amri attended multiple courses in the USA and United Kingdom to include Qualified Flying Instructors (QFI), Flight Training, Safety, and Accident Investigation. His previous military assignments included the positions of the Royal Saudi Air Force Director of Training, Director of Operations, and the Director of Flight Safety. In addition to Mr. Al Amiri’s assignments in the RSAF, he also was a member of the Command & Staff faculty for 5-years and a member of the King Faisal Air Academy.
In industry, Mr. Al Amri was previously the Airman Ship Instructor with BA Systems for a period of 6-years. During his tenure with BA Systems, Mr. Al Amri provided members of Royal Saudi Air Force (RSAF) personnel training in how to use their aircraft, equipment and weapons. Mr. Al Amri was also a Senior Consultant for Al Saif Group.
Mr. Al Amri earned a Bachelor’s Degree in Aero-Sciences from the King Faisal Air Academy and a Master’s Degree from the Command and Staff College in Military Sciences and has finalized a PhD in Aviation Management. He has received a total of 12-medals for his Military career to include the King Faisal Medal, Battle Medal, Command Medal, Archer Medal, Service Medal (three times recognized), Kuwait Liberation Medal, Falcon Medal, US Department of Defense Medal and Administration Medal.
